All adults in regular contact with minors must be safe environment compliant which means passing a criminal history background check and attendance at a Child Assault Prevention session (CAP). (The criminal history background check is the same as being fingerprinted.) This includes but is not limited to catechists, teachers, youth ministers, scout leaders, music ministers, coaches and clergy.

No. The policy of the Diocese of Camden is that the diocese will perform the background check. Many professional organizations such as nursing, social work, physicians, mandate criminal history background checks and these organizations are adamantly clear that they do not accept background checks from other organizations. The Diocese of Camden takes the same position.
